How to check an 1983 datsun for a govenor?

I might be purchasing a 1983 datsun 280zx and The curernt owner says he purchased it for his teenage son and put a govenor on it. When you try to give the car wide open throttle it acts like something is holding it back a kind of bogging down. Can anyone tell me what to look for when trying to locate a govenor, Im just afraid the guy is just saying that and theres some unkown issue with the engine
