Just a guess but it sounds like you have a short. Check the wire for cracks and breaks especially were the wire comes in contact with the frame or fender.

If that does work write a letter to Easy Rider or Iron Horse magazine or ask someone who regularly works on his own Harley.
 
Clean the socket & ck for water getting into it
Then go right to the plug that the wire goes to but a constant flicker "from a dirty socket " will burn them out in no time
 
That's not an uncommon problem. The filament breaks due to vibration. Does not help that the government forces you to run your lights all the time. Best fix is switch to an led or better yet halogen taillight bulb. You can get the led bulbs at any auto parts store. You can order the halogens from j&p cycles. I run the halogens in all my bikes.
