'95 saab se convertible problem.top wont go down?

just bought this car and the top wont go down ,just the back window moves up and down but thats it,does anyone know what it might be, please help!
the tonneau cover wont open

Is the area in the trunk clear? If the straps of the pocket (in the trunk) are hooked up, the top will not go down.
Take a look. Hope it's that simple.
