Harley-Davidson Repair?

1999 Heritage Softail 1340cc-- When I hit the start button, someting is not engaging, it is just spinning. I took off the starter and primary cover, it apperars that the gear that spins the fly wheel is just barely touching it and has started to create a few burrs on the wheel it self. What do i need to do next so i can get the gear to engage fully? I dont what else to do.

replace the battery .....

Bill is correct, in addition to the solenoid(or even a whole new starter) also replace the spring behind the pinion gear.
Inspect the pinion gear it's self to be sure the teeth are not rounded .If they are, replace it too.

The starter solenoid is not engaging. Replace the solenoid. If you do not have a shop manual, it would be a good time to invest in one.
