i have a 1992 Subaru Legacy 2.2 engine and it wont rev up correctly under load?

It will idle correclty but once you go to move off it judders and doens rev up right but once the revs have finally gone up it goes ok but put your foot down again it runs rough?????

There's more than 1 possible problem, but when I had that problem it turned out to be the catalytic converter.
