What are the pro and cons of owning a 2001 Volvo S60 2.4 – is this car top of the line, is it cheep to repair, how good does it keep up during the New England Winter.
What should I know before purchasing it.

no that is not a good deal. according to Kelly Blue Book a 2001 Volvo S60 2.4 T sedan in 'good' condition with 90,000 miles would be $8,575

but you didnt mention how many miles the car has. this was just an average comparison for a car of that age.
