How properly use fuel injectors cleaner?

I believe the directions on the cleaner say you must fill the tank and then put the cleaner in. Which brand are you using?

I am using Valvoline injector cleaner. Instruction telling:
To insure good mixing, add the entire contents to the fuel tank prior to fill up. It is causing discussion between me and friends; one of them is "some kind of mechanic". He is insisting that between pouring of cleaner and complete filling of the tank I have to drive car intensively for better results. Is it right?
