1995 GMC 350 no start

Have a 95 350 GMC vandura 2500. Won't start, starter wont turn over, have all lights and battery seems ok. There is a red light next to headlight switch. This thing is blinking and beeping constantly even without key in igniton. Can this indicate the problem?

Have you checked all the fuses and connections? when it cranks over is it fast or slow.
