Is your car an automatic or a manual? If it is a manual, your fuel consumption may be greatly affected by how you shift and how hard you rev the engine. My buddy has a 2006 civic (same model) and gets 36 on the highway. You should expect to get at least 24 mpg in the city and 32 on the hwy. If you consistently get less than this and you are driving normal, you need to take it to the dealer. If you are under 36,000 miles, it is still under warranty.
