Can i take my road test, pass it, then cancel it so i don't need to pay car

I am assuming you are taking the road test for a driver's license. You don't have to cancel it. You can have a driver's license and not drive and not have insurance. I did this for a short while when I was discharged from the military.
However, if you are not going to drive, then why pay for a driver's license and road test? You can save money by delaying your road test and license until you are ready to start driving.
