...could be wrong? The air temperature is between 25 and 45 degrees F when I start the car. I have changed the temperature sensor but it has not helped. The idle speed drops to about 750 after the engine is warmed up.

its supposed to idle up sort of high then idle its self back down it should idle down in a few seconds,if its taking a while for it to idle down take it to auto zone and have the computer scanned to see if it has any trouble codes on it,that will tell you if you have a bad sensor or something causing this too happen,its not supposed to stay on fast idle for any longer than one minute,the scan is free,and will help in repairing it,good luck.
1750rpm is too high, even for a cold startup. It should be more like 1100-1200rpm. Have you done anything else to the tune side of things? Maybe you need to disconnect the battery to reset the Keep Alive Memory and let the computer go back to pre-programmed settings.
Also check for any vacuum leaks. You'll hear a hissing noise if a hose is left off or split.

This is actually not abnormal, but if you are seriously concerned, then you need to go to an ASE mechanic that knows how to read the diagnostic codes for the Toyotas. The air temp sensor may be faulty, and this is telling the ECU to cause the engine to rev higher than normal.
