Vehicle road fund tax and foreign cars?

Can someone tell me please whether or not people who come to live in the UK and bring their own vehicle with them have to pay for a tax disc?
If yes how long is it before they do and also how long can they use their car with foreign plates?
I'm not a racist before you think I am but I just wondered if this was a loophole where road tax is avoided. Thanks for any answers

A vehicle may be taxed in any EU state but only needs it from ONE country. You can take your car to France, Spain etc, and if you stay within the EU you don't need another tax disc (but you do if you leave the EU, eg Switzwerland, Austria etc)

The only requirement is that the car is taxed somewhere in the EU and is insured at least with a 3rd party policy valid here (but not necessarily from here)

If you intend to live in the UK, you cannot use the car at all before it has the UK plates and has been adapted to UK laws with regard to ligthing and other items. You will also need local insurance fromday one.

i believe its 6 months, and they only have to leave the country for one day, i e over to France on the ferry and back, don't know if there is any check on this, and you can bet your life, they ain't paid out £300 plus insurance either ...............

Initially I thought "YES" but I can see how, if the car is registered abroad and has foreign plates, it would be difficult for the owner to be forced to buy a tax disc. They could just claim they were visiting the county! Presumably though, if the owner is resident in the Uk then the vehicle WOULD need to be registered with the DVLA.
